HUMAN CAPITAL OF GEORGIA: CONTEMPORARY TRENDS AND PROSPECTS OF DEVELOPMENT

To analyze the current state of human capital in Georgia, it is necessary to analyze the growth of the intellectual potential of Georgian society, which directly affects the development of human capital both on micro (firms and organizations) and macro levels. The state of human capital in enterprises directly depends on its quality of national human capital. Its formation is carried out depending on the personal qualities and characteristics of the company’s personnel. The main base of the study of human capital is the qualification structure, the average level of education, the age structure, length of service in the specialty, the number of costs for training and retraining of personnel,

During the research, we studied and described several different organizations, the enterprise «Georgian Steel Company», the hostel «Blue Bird» and the distribution company «Engadi».

Studies of the professional level of personnel in their companies have shown that:

  • By experience of work in the specialty: at the enterprise «Georgian Steel Company» — 12 years, in the hostel «Blue Bird» -8, in the distribution company «Engad» -10;
  • According to the age composition: at the enterprise «Georgian Steel Company» — 42 years, in the «Blue Bird» hostel — 29 years, in the distribution company «Engadi» — 31;
  • Research of educational level of these firms showed:

— From the total number of employees, higher professional education was received: in the Georgian Steel Company — 48%, in the Blue Bird hostel — 62%, in the Engadi distribution company — 54%;

— From the total number of employees, higher secondary specialized education was obtained: in the Georgian Steel Company — 36%, in the Blue Bird hostel — 6%, in the Engadii distribution company — 12%;

— From the total number of employed, higher education was obtained: in the Georgian Steel Company — 16%, in the «Blue Bird» — 32%, in the distribution company «Engadi» — 34%;

  • Analysis of training and retraining costs showed that in 2015 and 2016, on average, they comprised: GEL 52,000 in the Georgian Steel Company, GEL 2400 in the Blue Bird hostel, and 3,900 GEL in the Engadhi distribution company in year. It should also be noted that in our opinion, the more funds spent on training and retraining personnel in the production sector, the faster the growth of similar costs in the non-production and service industries. This we explain by the fact that in enterprises, work on improving the skills of personnel is constantly being carried out. They have more financial opportunities; In addition, specialized training centers can operate with them;
  • Analysis of «leakage» of personnel showed that in «Georgian Steel Company» this figure was 10%, in the «Blue Bird» hostel — 8%, in the distribution company «Engadi» — 20%.

In order to estimate the cost of human capital, we used the following indicators: the annual wage fund; costs for so-called «Tying» the staff to the place of work — bonuses, bonuses and other costs not related to the production of products; costs for training and retraining of personnel; costs of production for medical insurance; reimbursement of staff costs for food, transportation and communication.

The analysis showed that there are more costs in the areas of material production listed above. For illustration, we compiled table (1), where we estimated the costs of human capital in the firms under investigation. Summarizing, we can say that the overall level of wages is low as in other enterprises and organizations in Georgia, which negatively affects the overall development and quality of human capital in the country, in other words, the level of its reproduction. As can be seen from the table, each firm has costs for a variety of staff needs, but they are minimal and characterized by almost imperceptible growth. In general, we can consider them inadequate.

In today’s conditions, in order to fully overcome the crisis and achieve sustainable economic growth, first of all, qualified, highly professional personnel are needed. This, in turn, is achieved by growing investments in human capital. The very notion of «labor» is directly connected with the concept of «human capital», but it is absolutely impossible to identify them.

To develop human capital at the macro level, two groups of problems need to be resolved: on the one hand, it is necessary to find additional financial resources for the employed, which belong to certain groups of the population and the corresponding sectors of the economy; With another — it is necessary to carry out the corresponding reform in these sectors. We believe that these two problems need to be addressed in parallel, but each is independent. In addition, we note that the solution of only one — we consider an inefficient expenditure of human and financial resources. Thus, the effective use of human capital, which in our opinion means its preparation and further improvement, can give the Georgian economy a chance to achieve economic growth in the coming years. Consider the already changed relationships in the sphere of human capital in a market economy, which we grouped in the table (2). Let us analyze investment in education in accordance with the dynamics of investment in human capital.

Intellectual Economics  Since intellectual capital is connected with the human directly, their formation is associated with certain investments. In the intellectual economy, investment in human capital and technology is emphasized.

The world practice confirms that the education system has the opportunity of normal functioning and development, as well as providing any citizen with compulsory secondary education in the event that no less than 5-7% of GDP is spent in this direction. It is clear that here take into account the economic conditions and traditions of the country. For example, consider the table (3), which compares Georgia with the leading countries in this area.

It is clear from the above data that we can not consider the costs of education in Georgia to be satisfactory. This forces the system, to seek additional sources of financing and to improve the rational use of available resources. Consider the mechanism for financing education in Georgia in more detail (see table 4). Table (4) provides data on the dynamics of the financing of the education system in recent years in US dollars. As can be seen from the table (4), budgetary allocations do not exceed 1 percent, which is 10 times less than stipulated in the Law on Education (at least 10 percent). This is not enough to solve the problem. The biggest problem here is the inconsistency of the existing system with the requirements of the country’s sustainable economic development. The allocated funds do not cover the expenses for expanding the material and technical base of schools and the development of their technical equipment.

It would be possible to improve the present situation by attracting budgetary funds, but, unfortunately, there is no corresponding economic base in Georgia for the creation of charity funds, patronage and development of sponsorship.

Over the past decade, as we see, the education system received the largest funding from the budgetary funds in 2006 and 2007. Over the following years, this maximum rate was no longer achieved. The new government, allocating its development priorities, allocated education to third place, while on the first and second are respectively health and social protection, agriculture (see figure 1).

The structure of public spending on education is very interesting. For example, in 2014, the financing of economic sectors grew by an average of 9.5% compared to 2008, but in other areas they decreased by 10% over the same period. This gives us an excuse to conclude that the increase in the financing of industries was due to «other» expenses.

As the Minister of Education and Science of Georgia, D. Djedjelava, noted in his speech, in the near future the state policy in the field of education and science will be aimed at:

  • Direct budget financing of the industry,
  • Creation of economic incentives to attract extrabudgetary funds to the sphere,
  • On the introduction of new paid services,
  • On the development of mechanisms for investing financial resources by the branches in the training of necessary specialists,
  • To find new ways to rationally use and save existing funding.

The new economic reality dictates new approaches to all subjects of human capital formation. Competitiveness of the national economy is directly related to the growth of the innovative potential of society, which in turn implies their formation, development and rational use. The minister’s opinion concerning the problems of developing mechanisms for investing financial resources by the branches in training the necessary specialists dictates the need for creating conditions for young specialists. As the example of developed countries shows, the competitiveness of the national economy is directly related to the development of those innovative technologies that are used at different levels — from production to organizational organization and management. We believe that the growth of the innovative potential of society, in turn, depends on the following conditions:

  • From the level of training, quality and optimal composition of specialists of all qualification levels,
  • From the progressive nature of the means of scientific and industrial work, ensuring the speed of implementation of innovative projects,
  • From qualitative and quantitative characteristics of investment funds directed to the sphere of innovations.

        Today in the labor market of Georgia, the crisis situation, which is caused by two contradictory factors: on the one hand, there is a high level of unemployment, on the other — a clear lack of qualified and educated professionals. Returning to the fair statement of the Minister of Education of Georgia, we add that by its implementation we see decentralization of decisions in all economic spheres, in particular, the spheres of labor and educational services and their interaction.

We consider it necessary to single out one concept, «competence». Previously, graduates of higher education institutions required the identification of specific knowledge in a certain field. Today this is not enough. The modern labor injury requires a young specialist to have a good ability to communicate in foreign languages, good computer skills, free orientation in special computer programs, intelligence and practicality, good skills of adaptation with changing conditions.

The questioning of graduates of European universities (France, Austria, Germany, Spain, Italy, Switzerland) of universities has shown that employers are waiting for «elastic» specialists who demonstrate the following competencies:

  • Professional knowledge in a specific industry,
  • Quick adaptation skills with changed conditions,
  • The skill of quickly acquiring new knowledge and skills,
  • Innovation potential,
  • Skill of operational work with the accumulated new information (ie the skill of introducing new ideas into production),
  • The skill to mobilize your subordinates for an effective work process.

Modern conditions in the labor market of Georgia put similar requirements. We conducted questionnaires in the enterprises under investigation, in which 277 people took part. Here are the results:

  • 215 (77.6%) employees are not satisfied with the level of their own education, which they received in Georgian universities. In their view, many of the subjects that they taught are theoretical and of a general nature, which is of little use in actual production conditions,
  • 112 (40.4%) of employees would gladly raise their own qualifications, however, the current Georgian labor market and short-term university programs do not provide such opportunities,
  • Of the same 112 employees, 87 (30.3%) received training, or completed any special courses, after which they received a certificate. However, their attitude toward the result is sharply negative,
  • 178 (64.3%) of respondents considered that competition in the labor market is high because universities produce an excessive number of specialists whose qualifications are almost identical, therefore employers prefer workers with a certain length of service. This excludes the recruitment of graduates.

Thus, there is a certain disproportion in the labor market between supply and demand. Georgian universities often train cadres in specialties that are not in demand in the market. However, it is also clear that the state education policy can not immediately proceed to forecast the required number of specialists in different sectors. We believe that the preparation of the required specialists should regulate the state order for the preparation of the required workers, which will be placed in a particular university on a competitive basis. We are confident that this would become an instrument of regulation for harmonization and balancing of issues between the labor and educational markets.

We consider it necessary to touch on the next point. Not so long ago, higher schools of professional education appeared in Georgia. Based on the characteristics of the Georgian character, they are not considered prestigious. This is the reason for the reduction of those who wish, to receive such an education. Consider the diagram that is compiled to illustrate this:

As we can see, in the specified period the number of those wishing to obtain higher professional education decreased almost to zero: if in 2007 it was 27408 students, in 2015 their number decreased almost 10 times and amounted to 2,177. The state does not take any measures to popularize the professional higher education Education and raising its prestige. It is not enough to have higher schools, it is also necessary to create a special state employment program for its graduates after graduation. We consider that graduates of professional higher schools should be accepted for vacancies of workers and employees of low ranks, thus creating a demand for education of this type. This will be effective support from the state.

And yet, the trend towards the development of the Georgian education system today is the orientation toward «compulsory higher education». In the educational sphere, there were 26 state and more than 200 private universities in 2015, of which the status of the university (three degrees of education (bachelor’s, master’s, doctoral) is only eight.In 2014, there were 124,200 students at the undergraduate and graduate levels, 3410.

If before 1991 the most popular specialties were medicine, construction and engineering, today the picture has radically changed and the most popular specialties are social sciences, business and jurisprudence (table 5). As can be seen from the table, in 2010 the number of students specializing in business and law at the undergraduate level studied 66.1% of the total number of students, in 2015 this amount was almost unchanged and amounted to 63%. At the same time, the traditional specialty is the medical specialty. In 2010-2015, the maximum number of applicants was 43.1% in 2013 and the minimum 6.5% in 2014. On average, the figure was 17.1%.

Unfortunately, it should be noted that in Georgia, agricultural and engineering specialties have ceased to be successful. During the period 2010-2015 the maximum number of those wishing to study in these specialties was recorded in 2013, when the state financed the teaching at these faculties by 100%. However, we note that this decision did not change the situation, and in 2014 and 2015 the number of applicants was 3.2 and 11.7 percent, respectively. The reason is obvious — the decline in agriculture and industry has reduced interest in these specialties and if there are no special state programs aimed at correcting state policy in this sphere, interest in these sectors of the economy will continue to fall, interest in the specialty is a product of the interconnection of labor and education markets.

The XXI century is considered the century of biomedical technology. The innovative development of global healthcare should have its say in the implementation of technologies for the prevention, diagnosis and treatment of diseases. This, in turn, causes the emergence of new medical services in Georgia and their approach to international standards. It is known that one of the indicators of the quality of human capital is its level of health, shows how healthy the nation is.

The Ministry of Health of Georgia carried out a reform, which is in full compliance with this postulate. This reform can really be considered an investment in the health and future of the nation. Since February 28, 2013, the Universal Health Insurance Program has been added to the two existing health insurance programs, which implies mass health insurance for the population. The universal insurance program insures all Georgian citizens living in the country who do not participate in other insurance programs. The programs of 2007 and 2012 (involving 2.1 million citizens), insured pensioners and persons deprived of social protection, children aged 0-5 years, students, children and persons with disabilities. These programs were carried out by private insurance companies.

We note the positive and negative aspects of the General Insurance Program:

  • There are more beneficiaries in the program; It encompasses virtually the entire population of Georgia,
  • The program details the rules and conditions for using emergency and outpatient treatment by types and groups of diseases,
  • The program finances the prevention of diseases.

Thus, today in Georgia, the quality of human capital, the trend of change that we described above, has changed in all respects. With the introduction of market regulators, the transformation of the human resource occurs slowly, imperceptibly, but thoroughly.

    Background. The purpose of the scientific article was to study the current state of the human capital of Georgia, to analyze the intellectual potential of the nation and prospects for the development of human capital in the future. Methods. The research uses various methods and techniques of analysis: graphic, statistical, comparative, correlation, etc. Results: 1) A private assessment of the state of human capital is formulated; 2) The relationship between labor markets and education is defined; 3) The quality and characteristics of the modern human capital of the country are determined. Conclusions. In Georgia, the quality of human capital, the trend of change described in the article, has changed in all indicators. Transformation is consciously implemented changes that create new conditions and opportunities for the company’s development. These are manageable and meaningful rational changes. This interpretation of changes is of great importance in practical activities. It helps to correctly identify management priorities and successfully implement them.[2]

Transformation is not a one-time act. Transformation is a way of influencing and growing the organizational potential of a company. However, it should be noted that operation under conditions of constant conversion is impossible, because there is a situation of uncertainty and instability. All determine the type and nature of the transformation, the organization of their conduct, the comprehension of their necessity.

The main feature of the transformation is its special significance and positive results. The typology of transformations contributes to the improvement of management, the process of adopting innovative projects and managerial decisions.[1]

To implement the transformation, it is necessary to select the appropriate time, in addition, there must be a willingness for their acceptance. This is a significant management problem. Even the most positive, but untimely transformation can bring negative results.

When there is a need for transformations, it is necessary to carry them out, otherwise negative changes may occur, or, at best, stagnation (which is also a negative result).

If you do not carry out the transformation, when there is demand for them, there is always a negative result. It is at this time that it is necessary to adjust the goals and update the priorities.

Transformation plays a major role in the formation and use of governance mechanisms. This is explained by the fact that transformations can carry social, organizational, economic, informational character. Depending on this, they are used in management. [2]

The role of transformations in the modern management mechanism is as follows:

  1. Transformation promotes differentiation and integration of different types of perspective management, which consist of different elements. The totality of these elements can be either justified or not. With the help of transformations, it becomes possible to achieve a typological combination;
  2. With the help of transformation, business activity is regulated, perception of the new is created, the formation of a real perspective is accelerated;
  3. Transformation promotes the selection of personnel, which, in turn, improves the quality of its work;
  4. Transformation provides an incentive to the relationship of partnership and cooperation, which speeds up the process of solving problems both in the development and implementation of management decisions;
  5. A significant factor in the management of the company is an increase in the level of competence that is achieved by continuing education. Education, in turn, affects the improvement of the quality of the transformation carried out in the company;
  6. Ultimately, the transformation reveals the creativity and ability of the staff. New requirements entail the need to form new approaches (see Figure 1).

Transformation, if it is not false and is not oriented toward wrong goals, always means moving forward. Each transformation reflects the formation and implementation of priorities. Priority is the choice and preference of goals and managerial decisions, attitudes towards management and methods of its implementation, the type and form of organization.

Transformation is a means of implementing priorities. Between them there is not and can not be any contradiction, because One does not exist without the other. At the same time, the same priority can be realized by various ways of transformation: a radically or comparatively mild one. [3]

Transformation and priorities are characterized by direction and purpose, content and form, consistency and timing, resource support and efficiency. This is a complex of their characteristics. [7]

The transformation in management has two purposes: on the one hand, it is the motivation for the creative development of the staff, because New working conditions are emerging, to which a new approach is needed; On the other hand, the transformation itself must be a product of creativity, because It must be worked out, selected and defined the conditions for its implementation. Without creativity, transformation is nothing. [4]

Therefore, in reality, the idea of ​​transformation should be linked to education, which accompanies the development of the company and, in turn, open the way to new transformations for it. This is a continuous cycle of development.

As a rule, the transformation proceeds not isolated, but in a certain system, which combines various types of transformations. This is in a certain combination with innovative, strategic, creative management, project management and crisis management.

The system of transformations is based on the combination of different types of management and gives a synergistic effect of the company’s development, which is rather difficult, but it is a great achievement. This is much more than just a systematic approach. Synergistic transformation means a special degree of development and management of the company.

To design and develop the necessary company of various transformations, it is necessary to know the types of transformations that are quite numerous, as well as the features of each type and the possibility of application. [6]

Typology makes it possible to effectively select management models, taking into account their capabilities, specific conditions, needs and goals. The transformation has many characteristics, for which it is possible to select certain types. Typology can be built according to different criteria. The more typological schemes will be considered, the better; This will increase the range of analysis and design of conversion systems (see Figure 2).

Consider types of transformations in the light of double characteristics that reflect the objective unity of their contradictions. The scheme created by us is identical to the typology of the transformations, because The notion of «change» does not contradict the notion of «transformation», the former is an integral part of the second.

The Role of Transformation in Achieving the Synergistic Effect of the Company’s Development

There is a transformation both in the development of the company and its functioning. The first reflects the need to support certain proportions and ratios in the company, the second — the appearance of quality, which makes the company more perfect, stable and viable. There is a real need for this or that transformation, but simultaneously it is possible to dominate one over another. For example, in the sphere of resource use, taking into account actual needs, choosing strategic development, etc.

Transformations can be carried out both inside the company, and taking into account external changes. If within the company there is a process of «boiling», the transformation can’t become successful. Transformations also differ by results. Some may have a predictable result, the results of others may be unpredictable, in other words, they may have a high degree of probability. In practice, this occurs quite often, which is due to the high complexity of the problem, insufficient information, resources and time, imperfect processing of development trends, errors and inaccuracies in the development of transformations. Transformations can be clear or foggy, although it is clear that a successful result is possible only with specific and understandable changes to the staff (see Figure 3).

On the prospects of implementation and implementation, the transformations are fast and slow, but it is important that they do not flow lethargically and do not last forever.

There are also transformations in form and content. Deep transformations, as a rule, are meaningful, but their implementation is impossible without changing the form of the company. However, in some cases it is possible to change the content without touching the form and vice versa. [4]

The study, assessment and perception of the problem can occur in different ways, therefore, when making a decision, the professionalism and experience of the manager, the qualifications of his assistants and the entire staff are important. Thus, transformation is a collective product.

Typology of Transformations

There is an objective-target typology of transformations, which contains (see Figure 4):

  1. Modernization is a partial transformation of something, for example: structure, composition, mechanism, etc.;
  2. Reconstruction — change of the company’s structural foundations;
  3. Reorganization — changing the functioning and development of the company in all complex parameters;
  4. Reform — changing the form of activity to improve the current state of the company;
  5. Transformation — a typological transformation of the company for all the nodes of functioning and development;
  6. Reengineering — transformation of the company based on the results of reconstruction across the entire set of parameters;
  7. Restructuring — changing the organizational structure (changing the value of interrelated links, appointments, rights and obligations). [6]

Thus, the art of transformation is an important factor in both design and implementation in practice. For successful changes, a deep understanding of the problems existing in the company, proper analysis and evaluation of their features and interrelations is necessary.

In conclusion, it can be said that the art of transformation contains many related organizational issues, such as the redistribution of rights and responsibilities in terms of professionalism and capabilities, staff motivation, and resource support that includes questions of strategic and tactical management and development of the company.

    BASIC PROPERTIES AND PRCULIARITIES OF TRANSFORMATIONS
    Background. The transformation is not any change, but only their totality. The article considers the types and typology of transformations that are onducted in the company in order to achieve positive changes in its activities and obtain a synergistic result. Methods. We used the method of statistical analysis, synthesis, comparison and classification. Results: Transformation is consciously implemented changes that create new conditions and opportunities for the company's development. These are manageable and meaningful rational changes. This interpretation of changes is of great importance in practical activities. It helps to correctly identify management priorities and successfully implement them. Conclusions. It can be said that the art of transformation contains many related organizational issues, such as the redistribution of rights and responsibilities in terms of professionalism and capabilities, staff motivation, and resource support that includes questions of strategic and tactical management and development of the company.

Основной задачей демократического государства является создание наиболее благоприятных условий для реализации прав и свобод его граждан. При этом вопрос рационального государственного устройства сводится к созданию такой системы власти и управления, при которой эта задача решалась бы наиболее эффективно. Объективно существуют проблемы, которые могут быть решены только на общегосударственном  уровне  с  привлечением централизованных средств и ресурсов. К таким проблемам    следует    отнести    обеспечение территориальной   целостности,   независимости, создание единой правовой базы, разработку и реализацию государственной политики во внешнеполитической и внешнеэкономической областях, конституционное признание и гарантии основных прав и свобод граждан, принятие и реализацию государственных программ в  области науки, культуры, образования, здравоохранения, социальной зашиты, правопорядка и безопасности и т.п.

Но в то же время реализация многих из перечисленных задач, обеспечение определенного уровня жизни населения осуществляется не в государстве вообще, а в конкретных территориальных образованиях компактного проживания граждан — муниципальных образованиях. Именно здесь должны быть, прежде всего, созданы условия для реализации гарантированных государством прав и свобод,   а   также   обеспечена   возможность благоустроенного проживания. Здесь необходимо ежедневно   обеспечивать    их    безопасность, предоставлять медицинское обслуживание, давать возможность получения стандартного образования, создавать рабочие места, оказывать транспортные, торговые, бытовые, коммунальные услуги.

Однако, для того, чтобы решать поставленные задачи  необходимо   обеспечить   правовые   и экономические основы для деятельности органов местного самоуправления.

Государство  объективно  заинтересовано  в развитии института местного самоуправления. Оно в силу своей природы выступает связующим звеном между населением и государственными структурами. Развитие местного самоуправления содействует укреплению государства,  его  территориальной целостности; снижению вероятности возникновения социальных   и  национальных напряжений; формированию   адаптированной   к   местным особенностям экономики.

Местное самоуправление — это реальный механизм реализации широкого круга наиболее близких населению проблем и удовлетворения наиболее важных потребностей, а так же решения государственных задач силами местных органов власти    путем    передачи    им    отдельных государственных полномочий. [1, c.66]

Эффективное   функционирование   системы местного самоуправления во многом определяется уровнем развития его правовой основы. Совершенствование местного самоуправления на этапе реального реформирования невозможно без детальной разработки законодательного регулирования всех аспектов общественных отношений его деятельности. Для   решения   вопросов   местного   значения необходима детальная правовая регламентация общественных отношений, возникающих в процессе осуществления местного самоуправления.

Осознание   местного   самоуправления   как закономерности общественного развития зависит от места, которое отводится ему в системе публичных институтов. Формы самоуправления, возникнув первоначально как самостоятельные, естественные, постепенно превращаются в формы, допущенные государством с целью повышения эффективности управления системой государство-общество.

Принцип действия саморазвивающейся системы, каковой является местное самоуправление, основан на идее полноправного участия граждан в принятии решений и их надлежащей реализации, опираясь на собственные силы.

Помощь государства в данной ситуации должна заключаться в своевременном и полномерном обеспечении      местного       самоуправления соответствующими нормативно-правовыми актами, без которых деятельность системы местного самоуправления не может быть функциональной и полезной для государства.

Конституция Республики Казахстан  признала наряду с местным государственным управлением (ст.85) и местное самоуправление (ст.89). [2]

Вопрос о сущности местного самоуправления теснейшим образом связан с политико-правовой природой этого явления. В настоящее время практика показала, что природа местного самоуправления не может быть однозначно определена, затруднительно четко выделить собственно местные дела, отличные от   общегосударственных;   функции   местного самоуправления отражают не только частноправовой, но и публичный характер.

Институт местного самоуправления является демократичным, т.к. вовлекает граждан в управление делами общества.

С момента крушения системы социализма и распада ее оплота — Союза ССР важным вопросом  в посттоталитарных странах Восточной Европы и СНГ стал поиск альтернативы господствовавшим централизованным командно-административным структурам.

Местное самоуправление, представляя собой форму самоорганизации и самодеятельности населения (муниципалитет) и его выборных органов по управлению делами местного значения, является важнейшим элементом демократического общества. Данную систему характеризуют следующие основные черты:

— определенная автономия нижестоящих административно-территориальных (муниципальных) единиц по отношению и центру;

—  выборность органов и местного самоуправления и руководящих ими должностных лиц, их подконтрольность и подотчетность населению;

—  широкое непосредственное участие граждан в управлении через различные общественные комитеты, комиссии, референдумы и другие формы прямого волей заявления;

—  разграничение функций и полномочий центральных органов государственного управления и органов местного самоуправления;

—  сочетание в деятельности органов местного самоуправления местных и государственных интересов;

— ответственность органов местного самоуправления и их должностных лиц за свою деятельность и принимаемые решения, главным образом, перед населением.

Структура органов местного самоуправления определяется населением самостоятельно. На основе данного принципа строятся взаимоотношения органов и должностных лиц местного самоуправления с государственными органами и государственными должностными лицами. Вместе с тем муниципальное законодательство не только должно обеспечить защиту местного самоуправления от незаконного вмешательства   государственных   органов   в деятельность органов местного самоуправления, но и устанавливать основы их тесного взаимодействия. [3, с. 32]

Наиболее развитой является система местного самоуправление  в странах Европы и Америки. В зависимости от разграничения полмомючий между органами государственного управления и местного самоуправления выделяются следующие модели последнего:

1) повсеместно, во всех единицах административного деления страны, действует только система местного самоуправления (Швейцария, Бразилия);

2) соединение местного самоуправления с местным государственным управлением на всех уровнях (Италия);

3) сочетание самоуправления на низовом уровне территориального деления с государственным управлением на высшем уровне (Франция, Польша);

4) жесткая административная опека метрополии над местным самоуправлением на зависимых территориях (владения Великобритании, Нидерландов, США). [4, с. 20]

В последнем случае решения органов самоуправления не могут вступить в силу, пока не получат одобрений назначенного сверху местного администратора (губернатора, префекта и т. д.). В настоящее время такая модель местного самоуправления встречается крайне редко. В основном же действует система административного надзора, при которой государство ограничивается только проверкой законности решений органов самоуправления через местную администрацию, прокуратуру и суды. В ряде стран решения органов самоуправления вообще могут быть отменены только в судебном порядке. При этом эти органы также могут оспорить в суде любые решения государственной власти, принятые в отношении них.

Таким образом, система местного самоуправления представляет собой комплекс тесно взаимосвязанных между собой элементов в правовой, финансовой, административной сферах. Этот комплекс взаимодействует с системой государственного управления, но ни коим образом не должен подчиняться и зависеть от нее. Развитие системы местного самоуправления требует не только инициативы центрального правительства,  передающего компетенции на местный уровень, но также и активности самого населения, которое получает реальную возможность осуществлять гражданское право на решение жизненно важных вопросов.

В современных экономических условиях роль туризма, как фактора устойчивого развития региона является объектом комплексного исследования, поскольку сфера туризма выступает компонентом социально-экономического развития региона и страны. Актуализация совершенствования сферы туризма в социально-экономическом развитии региона обусловлена в рамках реализации Концепции долгосрочного социально-экономического развития Российской Федерации на период до 2020 года, принятой распоряжением Правительства РФ от 17.11.2008 № 1662-р, предусматривающей обеспечение качества жизни граждан и доступности услуг в сфере туризма [1, 2].

Подходы к модернизации индустрии туризма в рамках социально-экономических процессов в обществе охватывают большой спектр факторов, влияющих на оптимизацию данной отрасли.

Ведущим фактором в развитии туризма являются туристско-рекреационные ресурсы, которые влияют на потребительское поведение граждан и играют значимую социальную роль в ценностных ориентирах современного общества, что и определило цель исследования.

Формируемые подходы к модернизации индустрии туризма на основе более эффективного использования рекреационных ресурсов, обусловлены на конкурентном позиционировании регионального и национального туристического рынка, инновационных моделях туристических услуг в соответствии с туристско-рекреационными потребностями общества.

Для получения более эффективных результатов в центре политики индустрии туризма и рекреации должен находиться потребитель – турист. Потребительское поведение необходимо поддерживать рекреационными потребностями человека (восстановление физических сил и психического эмоционального фона, удовлетворение духовных, интеллектуальных и мировоззренческих потребностей) [4, 5].

Предлагаемая модель управления туристско-рекреационными ресурсами в сфере туризма, основанная на потребностях туристов включает элементы:

  1. Групповые рекреационные потребности, включающие потребности определенных возрастных и социальных групп населения (пенсионеры, школьники, студенты, отдыхающие в санаториях, трудовые коллективы и др.);
  2. Индивидуальные туристско-рекреационные потребности, включающие мероприятия и их обеспечение в связи со снятием эмоционального напряжения, восстановление физических сил, снятия утомления, познавательные занятия по удовлетворению мировоззренческих потребностей.
  3. Общественные рекреационные потребности, включающие потребности общества в целом, включающие сложившийся настрой граждан на виды отдыха, восстановление физического и психического здоровья, духовного обогащения.

Для реализации модели оптимизации деятельности туристической индустрии на основе рационального использования рекреационных ресурсов, ориентированной на туристских потребностях общества выявляются основные факторы, которые должны выстраиваться по градации их значимости:

  1. Демографические факторы (прирост населения, половозрастная структура населения, урабанизационные процессы, размер семьи и др.);
  2. Экономические факторы (уровень развития производительных сил, денежные доходы населения, прожиточный минимум, маркетинг туристских услуг, уровень цен на услуги туризма и отдыха, уровень развития инфраструктуры туризма и др.);
  3. Социальные факторы (социальный состав населения региона, национальные традиции, уровень культурной жизни, подвижность населения, длительность и периодичность отпусков и др.);
  4. Инфраструктура (вокзалы, аэропорты, автомобильные и железнодорожные пути, энергоснабжение и теплоснабжение, гостиницы, пункты питания, возможность использования платежных систем и др.);
  5. Психологические факторы (тенденции моды активного и культурного отдыха, тип культурной жизни, личностные ценностные ориентации и др.);
  6. Природные факторы (климат, природные зоны, заповедники и др.);
  7. Биологические факторы (состояние здоровья) [3, 5].

Системный анализ факторов, как среды окружения туристской индустрии дает возможность более эффективно управлять туристско-рекреационными ресурсами в удовлетворении потребностей потребителей-туристов. Результативность формируемых методологических подходов обусловлена следующими положениями:

  1. Анализ взаимосвязи «рекреация-туризм-турист» позволяет оценить развитие внутреннего рынка туризма, на основе использования имеющегося туристско-рекреационного потенциала региона;
  2. Оценка конкурентных преимуществ индустрии туризма дает возможность активизироваться производителям услуг на определенных сегментах туристического рынка и использовать новые технологии индустрии туризма;
  3. Изучение спроса на туристско-рекреационные ресурсы позволит организаторам туризма интегрироваться как вертикально, так и горизонтально;
  4. Оценка туристических предпочтений и ценностей предоставляет возможность снизить риски от неоправданных вложений в туристический бизнес.

Проведенное исследование показало, что формирование и обоснование оптимизированной модели функционирования туристической индустрии на основе туристско-рекреационных потребностях населения, системном мониторинге факторов, воздействующих на сферу туризма, будет способствовать росту социально-экономического и устойчивого развития региона. Экономическое обоснование и методологическое сопровождение оценки потребностей населения в туристских услугах позволит более эффективно и целенаправленно использовать имеющиеся территориальные рекреационные ресурсы.
